Heat olive oil in a large pot over medium heat. Add cumin seeds, cinnamon stick, cardamom pods, and bay leaf. Sauté until fragrant.
Add sliced onions and sauté until golden brown. Stir in minced garlic and grated ginger, and cook for another minute.
Add the chopped tomatoes, turmeric, coriander powder, and garam masala. Cook until the tomatoes are soft.
Add the chopped carrots, green beans, cauliflower florets, red bell pepper, and peas. Mix well and cook for 5 minutes.
Add the rinsed brown basmati rice and stir to combine with the vegetables and spices.
Pour in the vegetable broth. Bring to a boil, then reduce the heat to low. Cover and simmer for 25-30 minutes or until the rice is cooked and the liquid is absorbed.
Remove the pot from heat and let it sit, covered, for 5 minutes. Fluff the rice gently with a fork.
Garnish with chopped fresh cilantro before serving.
